Paving the Way, a national policy project led by the
Challenging Behaviour Foundation and the Council for
Disabled Children, has found that children with learning
disabilities are at greater risk of developing behaviours that
challenge. Late or inadequate service responses to challenging
behaviour put children at risk of poor outcomes and highcost
residential placements. The research evidence and the
experiences of families and professionals indicate a need
for better early intervention and the use of evidence-based
approaches such as positive behavioural support.
